The European Commission may have to open a full investigation to the public support that the British authorities will grant for the construction , by 2023 , two nuclear reactors third generation EPR on the site ' Hinkley Point in southwest England .
According to various sources , the ongoing preliminary examination in Brussels is likely to lead to a thorough investigation. The decision could be taken on December 18 , or during January 2014.
The construction of Hinkley Point C has been entrusted to a consortium led by the French electricity producer EDF , associated with nuclear manufacturer Areva and Chinese groups General China Nuclear Power Group and China National Nuclear Corporation. It represents an investment of 16 billion pounds ( 19.1 billion euros) .
AID NEEDED ? PROPORTIONATE ?
Services Joaquin Almunia , the European competition commissioner , questioned on two points: the planned aid are they really necessary for the viability of the project? Are they correctly proportioned ?
Brussels is particularly interested in the fact that London is committed to a guaranteed selling price for electricity : it was set at 92.50 pounds per megawatt hour , indexed to inflation for thirty -five years , double the current price of electricity. This level will be reduced by 3 pounds if EDF is building the other two EPRs at Sizewell in the east of England.
Possible public loans at reduced rates , as well as the guarantee of the British government made funding will also be examined .
"The outcome of the investigation is known. what is not , what are the conditions that the Commission may impose to declare aid compatible , "says an expert in state aid , without excluding EDF is required to make concessions to convince the guardians of the competition.
